Professional summaryMr. Gagnon holds a Bachelor's degree in applied science (Civil Engineering) from the Université de Moncton in Moncton, NB. Currently Mr. Gagnon is a Project Manager with the Project Assessment Branch of the NB Department of the Environment & Local Government. In his current position, Mr. Gagnon is responsible for all duties related to the coordination of environmental screenings (determinations) and environmental impact assessments (EIAs). Previous employment experience includes the position of Approvals Engineer with the Department of Environment and Local Government, with the responsibility of overseeing Approvals to Construct and Operate for various industrial sectors (i.e.: mining, peat bogs, pits and quarries, textile plants, etc.) as well as the associated environmental issues relating to these approvals. Mr. Gagnon has also been employed as an Project Engineer - Environmental with the Fredericton-Moncton Highway Project (Department of Transportation) as well as Compliance Officer for the Northumberland Strait Crossing Project (Department of the Environment). In both of these positions Mr. Gagnon's duties included the overview of environmental aspects of these large projects as well as ensuring compliance with the commitments of the related environmental assessments. In summary, Mr. Gagnon has been employed with the provincial government for the past 8 years. Most of this time has been spent working closely with EIA, either at the planning stages of the process or during the actual construction phases. In addition he has extensive experience in EIA, including application of the EIA Regulation, NB Clean Environment Act, and the Canadian Environmental Assessment Act. |
